General approach/description of the project
The aim of the project is to develop a complete ECVET system for a selected area of vocational training and all forms of learning (Formal, non-formal, informal). Six professions/qualifications are selected in a way that overlaps in training content will entail credit transfer procedures.
The overlap and intersection of necessary skills and proficiencies within different qualifications require and enable recognition and credit transfer. Since learning outcomes are weighed differently in different professions, competence assessment is needed, particularly with regard to the recognition of informal and non-formal learning.
The project selected professions in which side-entry on the basis of informal and non-formal learning are typical. For these qualifications, outcome-oriented descriptions broken down into competence areas, competencies, skills, and specialist knowledge will be drawn up and implemented in the online CEMES skills evaluation database.
The project results will feed into
- The education and training offer of the participating training institutions;
- The discussion of the competent institutions to introduce a new framework of recognition of non-formally and informally acquired learning outcomes;
- Design and implementation of inter-institutional actions in the field of transnational cooperation.
The project will issue a recommendation for the development of an internet-based platform of European ECVET-project partners (CEMES-platform).
Target group
Adults in continuing training in certified qualifications/professions from the fields of commerce and IT training.
Dissemination
The following activities are foreseen:
- The project will develop an internet-based ECVET- online platform (CEMES Internet-Platform;
- Participation in international on thematic fairs, workshops or congresses and presentation of results.
The final national dissemination event is foreseen to take place in January/February 2014.
Transfer And Accumulation
The project aims at enabling recognition of prior learning (formal, non-formal or informal) – singular units or groups of units, related to specific qualifications (Changing the pathway and qualification within the same qualification system, Changing the pathway and qualification from one system to another, formalising achieved learning outcomes).
In some of the qualifications tackled, competences overlap, qualifications are typical for side-entry and learning-on-the-job (non-formal) or informal learning. Furthermore, some of these qualifications can also be acquired through C-VET. So the general aim of the project is to facilitate the recognition of units of learning outcomes that have been acquired in other formal learning paths (I-VET and C-VET) and the recognition of non-formal and informal learning.
Units of learning outcomes
In the ESyCQ project, units are conceived as a specific set of knowledge, skills and competences. The project works towards defining groups of units related to a specific qualification that are necessary to pass a test. Units are developed based on regulated training curricula and training regulations for 6 different qualifications (Logistics manager; Office manager / Office administrator; Office assistant; Management assistant in IT-systems; IT-Assistant; Certified network-administrator (CCI)).

One national and one international partner will each facilitate the description of Units of learning outcome for several qualifications. The other partners provide expertise and support. Furthermore, the international partners will evaluate the descriptions and provide feedback in several workshops.
